DESCRIPTION:Call to Caucus has been cancelled based on the number of registered delegates for the county\nCall to Caucus to Elect Delegates to the 7th Congressional District Convention\nThe Spotsylvania County Democratic Committee (SCDC) will hold an unassembled caucus on Saturday\, April 20\, 2024 from 12:00 Noon to 3:00 PM at the Snow Branch of the Central Rappahannock Regional Library located at 8740 Courthouse Rd for the purpose of electing 31 delegates and 8 alternates to the VA 7th Congressional District Convention on Saturday\, May 18\, 2024 beginning at 10:00 AM at James Monroe High School in Fredericksburg and the Virginia Democratic State Convention on Saturday\, June 22\, 2024 (10:00AM) in Richmond\, Virginia. \n\nCandidate Filing:\n\nEach person seeking to become a Delegate to the 7th CD and State Conventions shall need to file an electronic Declaration of Candidacy form by no later than 5:00 PM on April 13\, 2024. This declaration form shall include the Presidential Candidate this Delegate seeks to represent. This declaration form will be posted at www.vademocrats.org/delegateselection. Applicants should file as filing for delegate. Alternates will be chosen as those receiving the next highest votes. \nA voluntary non-refundable administrative fee payable to SCDC of $25 is requested to accompany all candidate filings. No waiver is necessary if a candidate is unable to pay the fee. \nIn order to certify the eligibility of a candidate for election\, the Chair shall ascertain that each prospective candidate: \n\nIs a resident of and registered to vote in Spotsylvania County\, Virginia;\nIs a Democrat;\nDoes not intend to support\, endorse\, or assist any candidate who is opposed to a Democratic nominee or endorsee in the November 2024 election;\nis not a member of any other political party;\nand has not participated and will not participate in the nomination process of any other political party for the November 2024 election.\n\nOnly candidates committed to the nomination of the Democratic candidate for President of the United States may serve as Delegates or Alternates. \n\nNotice\n\nThe Spotsylvania County Democratic Committee shall provide notice of this caucus by placement of a general notice of the caucus\, including noticing the caucus date\, time\, and location\, along with the Call to Caucus\, on the Democratic Party of Virginia\, and the SCDC Democratic Committee websites; by email notification to the members of the Spotsylvania County Democratic Committee and other Democrats who reside in the County; and through other reasonable means that will disseminate information about the caucus to registered voters in Spotsylvania County. In addition\, reasonable actions shall be taken to promote participation in the caucus in accordance with the Affirmative Action provisions of the Party Plan of the DPVA. \n\nParticipation: \n\nEvery Democrat who is a registered voter in Spotsylvania County is urged to attend and participate. Each participant must sign a written declaration that he or she: \n\nIs a Democrat and not a member of any other political party;\nDoes not intend to support any candidate who is opposed to a Democratic nominee in this General Election;\nHas not participated in and will not participate in the nominating process of any other party for the positions listed above; and\nIs registered to vote in Spotsylvania County.\n\n\nConduct of Caucus\n\nVoting will begin at 12:00 Noon and will close at 3:00 PM on April 20\, 2024. Those in line at the close of voting will be permitted to vote. \nThe Chair of the Spotsylvania County Democratic Committee\, or his or her designee\, shall be the Chair of the Caucus and shall appoint a Secretary and such other Officers of the Caucus as is deemed appropriate. The Spotsylvania County Democratic Committee will prepare the Rules for the Caucus. \n\nDetermination of the Delegates\n\nIf the number of candidates for delegate/alternate is greater than the total allocated to Spotsylvania County\, then an election shall be held. Based upon the results of the Presidential Primary\, Joe Biden is the only Presidential Candidate who is allocated delegates. Candidates for Delegate and Caucus Participants must all declare preference for Joseph R. Biden. The candidate’s delegation shall comprise the top number of vote selections equal to the 31 delegates allocated to Spotsylvania County.  Alternates shall be selected as the next 8 highest vote selections. \nIf other jurisdictions have fewer applicants than allocated\, Spotsylvania County may be allocated additional Delegate and Alternates prior to the Caucus. \nIf the number of candidates for delegate/alternate is equal to or fewer than the total allocated\, the Chair shall cancel the caucus and those delegate/alternate candidates who have filed shall be deemed to be elected by the caucus. \nIf the number of filings for all 7th CD localities combined is equal to or less than the total number of District Delegates or District Alternates for the CD7 Convention\, the Spotsylvania Caucus shall be canceled and all filers shall be deemed selected. \nThe rules for the Virginia Democratic Party Selection of Delegates can be found at https://vademocrats.org/delegateselection/. \nFiling forms for delegate candidates and caucus attendees will be found at https://vademocrats.org/delegateselection/. \nThe rules for the SCDC delegate selection caucus can be found here: Rules for the Caucus. \n
