These are the official rules for the 2026 Reorganization Caucus.

  1. The doors to the caucus shall open, and the check in process shall begin at 9:00 AM on January 10, 2026.
  2. The current SCDC Chair or their designee shall serve as the Chair for the caucus, hereby referred to as the Caucus Chair
  3. The official clock shall be kept by the Caucus Chair.
  4. The doors to the caucus room shall be closed promptly at 10:00 AM. Persons standing in line to complete a Caucus Participation Form at the time the doors close will be allowed to complete their forms and participate in the caucus.
  5. The Caucus Chair shall oversee the entire process and delegate responsibilities as they see fit. These responsibilities shall include checking in caucus participants, seating them, and serving as tellers for the contested elections.
  6. The caucus will be called to order by the Caucus Chair. 
  7. The Caucus Chair shall appoint a Secretary of the caucus to record all proceedings
  8. The first order of business will be to adopt these rules as permanent. 
  9. The Caucus Chair shall inform the caucus of  the total number of credentialed participants and carry out the procedures for the election of members.
  10. Candidates for membership to the SCDC will be listed alphabetically and made public to the caucus. All eligible participants will be elected by a plurality of the votes of the assembled caucus. 
  11. Upon the tallying of votes, the Caucus Chair shall announce the results.
  12. Upon the announcement of winners, the caucus shall be adjourned, and the newly reorganized SCDC will hold a meeting to elect the committee’s officers for any contested seats. Newly elected SCDC members may participate as full voting members in this meeting. Caucus participants who did not apply for membership may attend, but will not participate in voting.
